The current system for placing children and young people in community care and curbing the criminal development of minors has long since broken down. Children and young people who are placed in community care cannot today expect to have better growing up conditions when they are placed. Minors who commit crimes do not receive the help and support they need to break their criminal development. The new Social Services Act that was introduced in July 2025 does not change this.
The book describes and criticizes the current system but is primarily an idea generator and contains 24 concrete proposals for change. One of the proposals is to lift the child welfare system from the social services and introduce 21 child welfare authorities.
The book uses general systems theory on the social care system and shows that it has the same foundations as other systems, which makes it an innovative presentation. In the last chapter, the author reflects on the experiences that form the basis of her professional platform and in this way also gives legitimacy to the book’s content.
